The village superintendent of public works, with the professional assistance of a village forester, a village arborist or such other assistants designated by the village board, shall have the authority and jurisdiction to regulate the planting, maintenance and removal of trees and other vegetation on public streets and parkways, as well as other municipally owned property, and shall have the authority and jurisdiction to enforce all other provisions of this chapter.
