8-1-5: OPENINGS AND STAIRWAYS:
It is unlawful to construct or maintain any opening or stairway in any public sidewalk or street or alley without a permit from the building department. All such lawfully maintained openings shall be guarded by a suitable, strong cover or railing to the approval of the building official. (1976 Code § 12.16.140; amd. 2016 Code)
