Prior to issuance of a construction permit, the permittee shall pay a permit fee as established in the annual fee schedule or a percentage of the estimated cost of constructing the telecommunication facilities, as certified by the applicant's engineer and approved by the village engineer and as established in the annual fee schedule, whichever is greater.
