No building permit shall be issued until the fees prescribed in this article have been paid. No amendment to a permit shall be approved until the additional fee, if any, due to an increase in the estimated cost of the building or structure has been paid.

If any person commences any work on a building or structure before obtaining the necessary permit from the applicable governing body, he shall be subject to the penalty prescribed in § 71.299.

On all buildings, structures or alterations requiring a building permit, the required fee shall be paid at the time of filing an application for the permit in accordance with the following schedule:
(A) Where the valuation does not exceed $1,000.00 $ 3.00
(B) For a valuation over $1,000.00, up to and including $15,000.00, the fee shall be, per $1,000.00 or fraction thereof $ 3.50
(C) For a valuation over $15,000.00, up to and including $100,000.00, the fee shall be, for the first $15,000.00 $ 52.50
Plus, for each additional $1,000.00 or fraction thereof $ 2.50
(D) For a valuation over $100,000.00, up to and including $500,000.00, the fee shall be, for the first $100,000.00 $265.00
Plus, for each additional $1,000.00 or fraction thereof $ 1.00
(E) For a valuation over $500,000.00, up to and including $1,000,000.00, the fee shall be, for the first $500,000.00 $665.00
Plus, for each additional $100,000.00 or fraction thereof $ 0.40
(F) For a valuation over $1,000,000.00, the fee shall be for the first $1,000,000.00 $865.00
Plus, for each additional $1,000.00 or fraction thereof $ 0.15

If, in the opinion of the building official, the valuation of a building, alteration, or structure appears to be underestimated on the application; the permit shall be denied, unless the applicant can show detailed estimated cost to meet the approval of the building official. Permit valuations shall include total cost such as plumbing, electrical, mechanical equipment, and other systems.
