No person shall occupy as owner-occupant or let to another for occupancy any dwelling, dwelling unit, rooming house or rooming unit for the purpose of living, sleeping, cooking, or eating therein, which does not comply with the requirements of this article, nor shall any person use as owner or user or let to another for use of any kind, any building which is unfit and unsafe as determined by the standards of this article.
