Regardless of the fact that a permit may have been issued under the provisions of this article, any use of a public address system which constitutes a public nuisance or is contributing to a breach of peace, or which presents a clear and present danger of inciting a riot shall be deemed unlawful and shall be immediately stopped and the principals involved prosecuted as appropriate under state laws.
