(A) The energy emergency declaration imposing restrictions upon businesses or personal residences shall request voluntary compliance with its terms.
(B) In the absence of voluntary compliance with the terms of the energy emergency declaration, the mayor may issue an order directing compliance within twelve (12) hours. This order shall be served upon the noncomplying party or parties by the city police, and he shall be notified to show cause within six (6) hours after receipt of the order why his energy supply should not be discontinued for his failure to comply with the emergency order. In the event of noncompliance with the mayor's order or failure to appear and show cause, the mayor shall direct the energy supplier to discontinue service to the premises operated by the noncomplying party or parties.
