The energy emergency declaration may impose restrictions on all industrial, commercial and institutional operations and on the use of energy in public and private industrial, commercial and institutional operations and private residences. The restrictions may include, but are not limited, to the following:
(A) A limitation on the hours of operation of any or all commercial, industrial or institutional establishments;
(B) A limitation upon the use of lighting by any or all commercial, industrial or institutional establishments;
(C) The establishment of the thermostat setting on the premises of any or all commercial, industrial or institutional establishments;
(D) The establishment of the thermostat setting in private residences; and,
(E) The establishment of priorities for the use and allocation of any energy or power source.
