§ 31.389 REVENUE STABILIZATION ADJUSTMENT
   A monthly adjustment, which may either be a charge or credit, shall be applied for the purpose of providing for the difference between Berea's budgeted cost of service and projected revenues for the current fiscal year. Cost of service shall include operation and maintenance expenses, interest and principal on debt, average extensions and replacements, and margins. The adjustment shall be determined prior to the beginning of each fiscal year and remain in effect for the entire fiscal year. The revenue stabilization adjustment shall be applied as charge or credit per cubic foot or gallon, whichever is applicable.

§ 31.390 RIGHT TO ENTER PREMISES
   The superintendent and other duly authorized employees and representatives of the city and authorized representatives of applicable federal and state regulatory agencies bearing proper credential and identification shall be permitted to enter all properties for the purpose of inspection, observation, measurement, sampling, and testing pertinent to discharges to the public sewer system in accordance with the provisions of this chapter.

§ 31.391 RIGHT TO OBTAIN INFORMATION REGARDING DISCHARGE
   Duly authorized employees of the city and representatives of the state and EPA are authorized to obtain information including but not limited to copying of records concerning character, strength and quantity of industrial wastes which have a direct bearing on the kind and source of discharge to the wastewater collection system.

§ 31.392 ACCESS TO EASEMENTS
   Duly authorized employees and representative so the city bearing proper credentials and identification shall be permitted to enter all private properties through which the city holds easement for the purpose of, but not limited to, construction, inspection, observation, measurement, sampling, repair, and maintenance of any portions of the wastewater facilities lying within the easement. All entry and subsequent work, if any on the easement shall be done in full accordance with the terms of the easement pertaining to the private property involved.
