(a) Upon either a member of Council's request and/or the Planning Commission's own motion, the Planning Commission shall review any proposed amendments and make a recommendation to Council for approval or disapproval.
(b) Once the amendment has been reviewed by the Planning Commission and a recommendation has been made, Council shall hold a public hearing on such amendment. The proposed ordinance shall pass and take effect only after the majority of Council has approved such amendment if the recommendation of the Planning Commission is for passage and only after three-fourths of Council vote in the amendments favor if the Planning Commission has recommended to not approve the amendment.
