(a) Underground telephone cables and underground distribution cables for power and street lighting from a common distribution system, together with the equipment and housing necessary in the operation of the distribution system and adequate provisions for street lighting, shall be installed within a utility easement at least ten feet in width on all front lines and along certain side or rear lot lines where necessary.
(b) Street lights of a design approved by Council shall be installed within the right of way at intervals set by Council.
