A water distribution system shall be required if an existing public water main, in the opinion of the Planning Commission, is reasonably accessible. When required, the entire water system, including fire hydrants spaced, shall be in accordance with the standards and specifications, currently in force, of the Department of Water and Heat of the City of Cleveland, and shall be subject to the approval of the Commission.
