1244.06   GENERAL INFORMATION AND REQUIREMENTS.
   (a)   It is suggested that the subdivider or his or her engineer consult with the Village Engineer while the plat is in sketch form and before the preliminary plat is prepared, to ascertain the location and extent of proposed Village streets, parks and other public grounds and of other planned projects and developments related to the proposed subdivision.
   (b)   The approval of the preliminary plat by the Planning Commission is tentative, may be revoked within ninety days of the filing thereof and does not constitute acceptance of the subdivision. It shall be considered only as an approval of the layout, with the understanding that the Village Engineer will examine the grades of streets, the types of improvements and the design of the drainage, sewerage and water systems as proposed, and may modify any engineering or construction details submitted by the subdivider whenever required for the protection of the public interest.

   (c)   Unless the subdivider has secured permits to commence the improvements within one year from the approval of the preliminary plat, the original approval of the preliminary plat will be deemed revoked. The Planning Commission may, for good cause shown, extend the approval of the preliminary plat beyond the one-year period.

   (d)   The final plat of any portion of a larger subdivision, the preliminary plat of which has been approved by the Commission, may be submitted for final approval.
   (e)   The approval of the final plat by the Commission shall not be deemed to constitute or effect an acceptance by the public of the dedication of any street or other proposed public way or space shown on the plat.
   (f)   Approval of the final plat by the Commission shall be null and void if the plat is not offered for record within thirty days of such approval and accepted for record within sixty days after the date of approval.
   (g)   A subdivider will be permitted to file a plat "for record purposes only," provided that he or she conforms with all the requirements of these Subdivision Regulations as if the installation of improvements were a condition precedent to acceptance by the Village of the final plat, and provided, further, that the final plat does not accept dedication of any streets or easements and that the subdivider is required to complete the improvements or file a satisfactory performance bond approved by the Solicitor before any structures are erected. Upon the acceptance by the Village of the subsequent improvements, the subdivider is required to submit a final plat for dedication for approval and acceptance by Council pursuant to the requirements of these Subdivision Regulations.
