(a) The final plat shall be accompanied by a certificate of title showing that the ownership of all lands to be dedicated to public use is free and unencumbered.

(b) The final plat shall be filed with the Village Engineer at least two weeks prior to the meeting of the Planning Commission at which action is desired.

(c) The Village Engineer shall check the final plat as to computations, certifications, lot areas and numbers, monuments, etc. If found satisfactory, he or she will transmit all copies of the final plat to the Commission, together with the certificate of title and a two-fold certificate showing that:
(1) The technical details of the plat itself have been checked and found satisfactory; and
(2) All improvements have been completed in accordance with the standards and specifications of the Village and to the Engineer's satisfaction, or satisfactory bond has been executed and filed with the Village Clerk.

(d) After the final plat, together with such certificates, has been received by the Commission, and provided that the final plat is found to conform with the preliminary plat as approved and with the requirements set forth in these Regulations, the original tracing of the final plat shall be sent to Council for review of the dedicated portions and the locations and limitations of easements shown on the plat, before the Commission will give the final plat its final approval and endorse the same thereon. A print, together with the certificate of title, will be transmitted by the Commission to Council for necessary action on any proposed dedication, and if accepted for dedication, such acceptance should be noted in the original tracing.
(e) The original tracing of the final plat so endorsed will then be returned to the subdivider. The final plat of the subdivision, so approved, shall then be filed by the subdivider for record in the office of the County Recorder. After recording, the subdivider shall return the original tracing of the final plat to the Village Engineer.
