1244.02   INSURANCE; SALES CONDITIONED UPON IMPROVEMENTS.
   (a)   No person shall begin work on improvements until insurance holding the Village harmless from any and all claims for liability whatsoever has been furnished by the developer. The amount of this insurance shall be fixed by Council and shall not be less than one million dollars ($1,000,000) for personal injury to any individual and not less than three million dollars ($3,000,000) for any group of more than one person and shall cover property damage in the amount of five hundred thousand dollars ($500,000).
   (b)   Such person may thereupon offer to sell or enter into a contract to sell such subdivision or any part thereof, provided that the offer to sell or the contract to sell is conditioned upon the written promise and agreement of such person inserted therein to complete the improvements and perform the other work set forth upon the preliminary plat construction and/or improvement plan and site plan, and conditioned upon compliance by either the seller or the buyer, whether an individual or a subdivider, with Sections 1242.01(b), 1244.03(e) and 1244.04(b) and any other applicable ordinance of the Village of Bentleyville.
