No person proposing to make, or who makes or has made, a subdivision within the Village, shall offer for sale, enter into any contract for the sale of, sell, transfer or otherwise dispose of, such subdivision or any part thereof, or proceed with any grading or any construction work in the proposed subdivision, until he or she has submitted proof to the Village Engineer and Solicitor that water and sanitary sewers are available, such proof to be approved in form and substance by the Village Engineer and Solicitor, and until he or she has obtained from the Village Engineer and from the Planning Commission approval of the preliminary plat of the proposed subdivision and such approvals have been confirmed by resolution of Council, and until he or she has complied with the requirements of Section 1274.01 of these Codified Ordinances.
