No person shall bring into, permit, have, or keep in any part of the park any household pet, or other animal destructive to birds or other wildlife except dogs and cats if they have a valid registration tag (except for guide dogs registered under Ohio Revised Code Section 955.01) and are controlled at all times on a leash. This prohibition shall not be applicable to horseback riding on the existing trails which have been used for this purpose.
