(a) Except as otherwise permitted by the Mayor or Chief of Police in advance and in writing or for unusual and unforeseen emergencies the park shall be open to the public every day of the year during hours commencing at 6:00 a.m. until 11:00 p.m. The opening and closing hours for the park shall be posted for public information.
(b) Any section or part of the park may be declared closed to the public by the Service Director or the Mayor at any time and for any interval of time, either temporarily or at a regular and stated intervals (daily or otherwise) and either entirely or merely to certain uses, as the Service Director and/or the Mayor may find reasonably necessary.
