(a) No person shall consume alcoholic beverages in the park, unless permitted by the Mayor or Chief of Police and received in advance and in writing.
(b) No person shall consume unlawful drugs in the park.
(c) No person shall enter or be in the park while under the influence of drugs or intoxicating beverages.
(d) No person shall bring into or possess alcoholic beverages or unlawful drugs in the park.
