Any person, corporation, partnership or association, or any agent, lessee or tenant thereof, or occupant, who or which attempts to make or makes a connection to a Village water line, or to an extension thereof, either directly or indirectly, without first obtaining the permit required by this chapter, shall be guilty of a first degree misdemeanor and shall be fined not more than one thousand dollars ($1,000) or imprisoned not more than six months, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. Prosecution hereunder shall not preclude the Village from collecting for such connection, and/or causing disconnection without notice to the property owner, or pursuing civil court enforcement and/or collection of damages, including attorney's fees.
