(a) Each property owner or water consumer in the Village of Bentleyville who desires or is required by law to consume water furnished by means of water works facilities and/or a water main, trunk main or distribution main shall pay a service connection charge in the amount of one thousand five hundred dollars ($1,500.00) for each service connection in addition to any such service connection charge which may be made by any municipality furnishing such water.
(b) The additional service connection charge set forth in subsection (a) hereof shall be paid by owners and water consumers of existing dwellings as well as by owners and water consumers of new dwellings, in addition to any charges or assessments as required under Section 1044.02.
(c) The additional connection charge set forth in subsection (a) hereof shall be paid by owners and water consumers of existing dwellings prior to the making of the connection. For owners and water consumers of new dwellings, such connection charge shall be paid as a condition to the issuance of any building permits for the construction of such new dwellings.
(d) As used in this section, the terms "water works facilities," "water main," "trunk main" and "distribution main" shall have the same meanings given in Article 1 of the Water Service Agreement entered into between the City of Cleveland and the Village of Bentleyville and dated September 21, 1984.
