(a) Each owner or user in the Village of Bentleyville who desires or is required by law to use sanitary sewer facilities, either existing or to be constructed in the Village, which facilities are to be serviced by any sewage treatment plant, shall pay a connection charge in the amount of five hundred dollars ($500.00) to the Village of Bentleyville in addition to any connection charge required by any owner of the sewage treatment plant.
(b) The additional sanitary sewer connection charge set forth in subsection (a) hereof shall be paid by owners and users of existing dwellings as well as by owners and users of new dwellings.
(c) The additional connection charge set forth in subsection (a) hereof shall be paid by owners and users of existing dwellings prior to the connection of the service. For owners and users of new dwellings such connection charge shall be paid as a condition to the issuance of any building permits.
