Each property owner who changes the extension of any utility across the frontage of their property, in order to access such utility service for their property, shall cause such utility line or service to extend across the entire frontage of the subject property so as to go to the next adjacent property border and allow the continued extension thereof should the property owner adjacent thereto so desire.
