For the purpose of this chapter certain words shall be defined as follows:
(a) "Company" means any public utility corporation, person, firm, company, political subdivision or corporation, whether municipal or otherwise, doing construction or maintenance work on structures located in, under or over the streets or public grounds of the Village.
(b) "Cost" means the entire cost of work and materials and includes all incidental expense, such as repaving, Village inspection and supervision, pertaining to the construction or maintenance of any structure.
(c) "Structure" means any pipe, conduit or duct line, sewer, water main, service connection, pole, wire, track or other structure or appurtenance, located in, under or over the streets or public grounds.
(d) "Village" means the Village of Bentleyville, a municipal corporation, acting in an administrative capacity by its Mayor and duly appointed officers, within the scope of their authority, and in a legislative capacity by Village Council.
(e) "Work" means any and all labor and materials, delivery of materials, supervision, fabrication or process of construction pertaining to the construction or maintenance of any structure.
