870.03   DEPOSITING SNOW ON PUBLIC STREETS OR PRIVATE PROPERTY.
   (a)   Discharging or depositing of snow by truck, plow, blower or other snow removal equipment onto any street or highway is prohibited, except for accumulations which are necessary residuals of street or roadway cleaning operations by the Municipality or other public authority.
   (b)   Any person, being the operator or the owner or in charge of any vehicle from which such substance has fallen, sifted, been pushed or deposited upon the surface of a public street or highway in violation of this section, shall, on the direction of any member of the Police Department, the Fire Department or the Service Department of the Municipality, immediately remove such substance from the highway.
   (c)   No person, being the operator or the owner or in charge of any vehicle removing snow from a private driveway, shall deposit the snow upon any other property except that from which the snow is removed.
   (d)   No person, being the operator or the owner or in charge of any vehicle removing snow from a private driveway, shall deposit the snow, ice or other debris in such a way that the snow will hang over onto the path of Municipal snow plows doing the street or roadway, or within seven feet of a fire hydrant, causing the same to be concealed or limiting access thereto, or in front of mail boxes so as to conceal or limit access for mail carriers, or to obstruct visibility from the driveway apron to the public roadway for ingress and egress from such driveway.
   (e)   Any person, being the operator or the owner or in charge of snow removal on private property, shall make every effort to clean an area at the apron of the drive, behind the line of the mailbox, so as to allow trash containers to be placed in a safe position and to be accessible to rubbish collectors without creating a hazard to traffic or other snow removal crews in the Village.
