(a) All ordinances, resolutions, statements, orders, proclamations, notices and reports required by law to be published shall be published by posting copies thereof in not less than five of the most public places in the Village for a period of not less than fifteen days prior to the taking effect thereof.
(b) Five of the most public places in the Village are hereby determined to be as follows: The Town Hall, Cannon Road at the Bentleyville west corporate line, the corner of Holbrook Road and Chagrin River Road, Chagrin River Road and the Bentleyville north line, and the corner of Solon Road and Bentleyville Road.

(c) The Village Clerk shall make a certificate as to such posting and as to the times when posting is done. The certificate shall be prima-facie evidence that the copies were posted as required.
