(a) Any person requesting that documents, reports or records be made available for inspection pursuant to the terms, conditions and limitations of Ohio R.C. Chapter 149 shall first put such request in writing and submit the same to the Office of the Mayor. All requests relating to matters involving the Police Department or police activity shall first be approved by the Chief of Police or the acting Chief before such request is honored. Should any Village official have a question as to whether or not any request must be honored, such question shall be directed to the Solicitor for advice. Such written request shall be dated and shall specify the documents, reports and records requested. Except as herein otherwise provided, the requested documents, reports or records shall be made available to the requesting party within a reasonable time. Such reasonable time shall not exceed three business days from the date of the written request if the requested materials are readily available. The requesting party shall be permitted to use available space within Village Hall to inspect the material during the Village's normal business hours and subject to the demands of Village business.
(b) If the written request for documents, reports or records concerns information not readily available because of its volume or age, then compliance with such request may exceed the three-day limitation, but shall still be produced within a reasonable time subject to the demands of Village business.
(c) Copies of any requested documents, reports or records shall be made available to the requesting party pursuant to the following schedule of fees, which represents the Village's actual cost for the production of the requested documents, reports or records. However, in the event any requested documents, reports or records are reproduced by an outside entity, the requesting party shall pay the outside entity the actual cost for reproduction of the requested documents, reports or records.

(10) Documents, reports, records, minutes or Ordinances not listed above $0.05 per page
(11) For a list of the current and all former Mayors, and for a list of all current members of Council, or copies of all current agendas, or preceding agendas, pending ordinances and resolutions, meeting minutes of the preceding meeting only no charge
(d) Fees are payable in advance. Should a purchaser request that items be mailed, a charge shall be assessed to cover prevailing postal rates in effect at the time. For purposes of this chapter, a "page" includes both a one and two-sided document. A requesting party shall be charged five cents ($0.05) per page, regardless of whether it is a one or two-sided document, if the requested documents are reproduced by the Village.
(e) Upon compliance with a written request for production of documents, reports or records the requesting party shall execute a dated receipt indicating receipt of the documents, reports or records so produced.
