(a) Council hereby establishes the Municipality as a bird sanctuary.
(b) No person shall shoot, trap, hunt, molest or injure in any manner any bird or fowl or their nests unless such birds or fowl shall congregate in such numbers and in such manner that they shall constitute a public nuisance and a danger to the public welfare.

(c) Whoever violates this section is guilty of a minor misdemeanor.
