No improvements shall be started unless the complete plans, cross-sections, details and specifications, prepared, signed and sealed by a registered professional engineer in accordance with Chapter 1240, have been approved by the Village Engineer and the Planning and Zoning Commission and unless an improvement bond, as provided for in Section 1240.12, has been filed with the Clerk of Council.
