Political signs may be erected and posted within the Municipality subject to the following regulations:
(a) Political signs shall include not only signs respecting the candidacy of persons, and slates of persons, for offices but also regarding issues, which are eligible to be voted upon in any general, primary or special election.
(b) Each candidate’s name or issue eligible to be voted upon in any general, primary or special election may appear on only one political sign per lot, with the permission of the landowner, regardless of whether the lot has frontage on more than one street. This limitation exists whether the candidate or issue is displayed alone or in conjunction with other candidates or issues. However, t his shall not prevent any sign from being two-faced so that it may be seen by passersby in each direction.
(c) A property owner may display more than one such political sign for different candidates or issues, not to exceed five in total.
(d) One political sign may be placed on any vacant lot with the permission of the property owner in accordance with division (b) of this section. No political signs may be placed or carried onto public property at any time, or placed on utility poles, bridges, or bridge abutments at any time, or placed in rights of way.
(e) No political sign shall exceed 2 feet by 3 feet in area or 6 square feet in total. The second side of a two-faced sign as permitted in division (b) of this section shall not be included or counted in the permitted area subject to restriction.
(f) Each sign shall be removed by 8:00 p.m. of the day following the election. Any sign not so removed may be thereafter removed by the Service Department, and the responsible party shall pay a ten dollar ($10.00) fine for each sign remaining after the deadline.
(g) No political signs shall be erected and posted more than 60 days prior to any election. Each such sign shall bear the name of the Campaign Chairman or Treasurer, and the address of such person, who, together with the candidate(s), shall be responsible for compliance with these regulations, and for the payment of any fines. Political signs shall be maintained in good condition, and replaced immediately upon deterioration.
