Whenever the removal of any sign has been ordered by the Building Inspector, and the person on whose premises such sign or display structure has been erected, affixed, attached or maintained fails to remove the sign within forty-eight hours after receiving such notice, the Building Inspector may remove or cause to be removed such sign at the expense of the person on whose premises it was erected, affixed or attached, and each such person shall be individually and separately liable for the expenses incurred in the removal of such sign.
