Council hereby declares that in adopting the provisions and regulations hereinafter set forth, its specific intent is to provide provisions and regulations to control the type, design, size and location of signs, in order to promote an attractive and high-value residential district in the Village, by permitting only nameplates, bulletin boards, signs relating to the development, rental or sale of residential property and signs advertising the sale of farm products raised upon the property on which the sign is located.
