The council shall be composed of a mayor and 4 (four) Councilmen who shall be qualified electors, and who shall be elected at large. Each councilman shall serve for a term of four years and/or until his successor is elected and qualifies, except that at the first election held after the adoption of this charter, the two candidates having the highest number of votes shall serve four years and the other two successful candidates shall serve for two years. The Mayor shall serve for a term of two years and until his successor is elected and qualifies. The Council shall appoint qualified persons to serve as judges of the election of Mayor and Councilmen.
