Except as otherwise provided herein, it shall be unlawful for a telecommunications carrier to undertake work for the sole purpose of providing telecommunications service to persons and areas outside the Village without first obtaining a license for the use of such public ways from the Village pursuant to Chapter 3 of this Title.
