No license for the operation of a commercial establishment in the village shall be construed by any person to permit the operation of a commercial establishment in more than one location of a commercial establishment. For the purposes of this chapter, the determination of one location shall be construed that all buildings containing the principal or accessory uses be connected or on the same lot or parcel, and be a commercial establishment with the same classification.
