The annual minimum fee for the license to be issued shall be paid with each application for a license, except where an application is made on or after July 1 in the license year, the license fee shall be one-half (1/2) of the annual license fee for the remaining term of the license year. No rebate or refund of any license fee so paid shall be made for any reason. If a commercial establishment moves its business premises from one location in the village to another, a new license fee at the established, prevailing rate shall be paid for the new location with due credit given for the fee paid for the original license.
