A. It shall be unlawful for any person to deposit in any manner in or upon any street, sidewalk, alley, park or public place in the Village, or in any drain, sewer or receiving basin within the jurisdiction of the Village, any material refuse or foreign matter or substance of any kind. This subsection shall not apply to the deposit of material under a permit authorized by the Village, nor to goods, wares and merchandise deposited upon any sidewalk, alley or other public place temporarily in the necessary course of trade, and removed therefrom within two (2) hours after being so deposited, nor to things or articles deposited in or conducted into the Village sewerage system through drains in accordance with the ordinances of the Village relating thereto. B. It shall be unlawful for any person to deposit anywhere within the jurisdiction of the Village any material, refuse, substance or foreign matter of any kind in such a manner that such material may be carried and deposited by the action of the elements into or upon any street, sidewalk, alley, park or other public place, or into any drain, sewer or receiving basin within the jurisdiction of the Village. This shall not apply to the deposit of material under a permit authorized by the Village. This subsection shall not apply to the proper use of manure or fertilizer upon any lawn or garden.
