No person shall stop, stand, park or leave standing any semi- tractor or semitrailer, on any public street, alley or public way. The provisions of this section shall not apply to any service or delivery vehicle when used to provide services or to make deliveries to residences within a residential parking permit area, provided that the parking of such vehicle does not exceed the time the services or deliveries are being made.
