5-2-4: PARKING ON NARROW STREETS:
   A.   It shall be unlawful for the operator to park any vehicle upon a street in such manner or under such conditions as to leave available less than thirteen feet (13') in the width of the roadway for the free movement of vehicular traffic, except that the operator may stop temporarily during the actual loading or unloading of passengers, or when necessary in obedience to traffic regulations, or traffic signs or signals, or when instructed to do so by a police officer.    B.   It shall be unlawful for any operator to park a vehicle within an alley, except for loading or unloading, and then only for a period of time not exceeding thirty (30) minutes, and only in such a manner or under such conditions as to leave available not less than eight feet (8') of the width of the roadway for the free movement of vehicular traffic.
