4-1-14: APPOINTMENT OF CHAPLAINS:
The village president, with the advice and consent of the board of trustees, shall appoint, annually, a police chaplain for the police department, upon recommendation of the police chief.    A.   To provide his personal assistance whenever necessary to the members of the department and their families;
   B.   To assist the department in its service to members of the community;
