4-1-2: POLICE CHIEF:
   A.   Appointment: The police chief shall be appointed and/or removed by the village manager. If the police chief is appointed from one of the police ranks, he/she shall be an exempt rank and he/she shall retain his/her permanent civil service rank in effect at the time of his/her appointment. The deputy police chief(s) shall be an exempt rank comprised of sworn sergeant(s) who shall be appointed and/or removed by the police chief. The deputy police chief(s) shall retain his/her permanent civil service rank in effect at the time of his/her appointment. All other appointments not otherwise provided for by this code shall be made by the board of police commissioners. (Ord. 2-2016, 1-26-2016)
   B.   Duties: The police chief shall be the keeper of the village jail and shall have custody of all persons incarcerated therein. He shall keep such records and make such reports concerning the activities of the police department as may be required by statute or by the board of trustees.
   C.   Stolen Property: The police chief shall have the custody of all lost, abandoned or stolen property recovered in the village.
   D.   Management Control: The police chief shall be, and he is hereby, designated to have management control (i.e., to set and enforce priorities, standards of selection and policy) governing the operation of all LEADS (law enforcement agency data system) related equipment and communications related thereto, including all LEADS terminals, printers and related equipment and all radio and telecommunications equipment, and the police chief shall have final approval in the selection and termination of all employees working with LEADS or related equipment, the selection of software relating to LEADS, the ability to inspect and audit the complete system as it relates to LEADS, and authority to give permission to LEADS to inspect and audit the system. Nothing contained herein usurps or preempts discretionary authority vested by law in the president and board of trustees of the village. (Ord. 24-2002, 4-30-2002, eff. 5-1-2002; amd.
