§ 33.32 UNSUITABLE SUPPLIES.
   (A)   The Purchasing Agent shall have authority to sell all supplies, which have become obsolete or unsuitable for public use, or to exchange the same for, or trade-in the same on, new supplies. Such sales shall be made to the highest bidder after due notice inviting proposals and bidders.
   (B)   The following are exceptions:
      (1)   Items that have been determined as discarded or “junk”. These items must be discarded as refuse.
      (2)   Donations of any items with an estimated value of $500 or less to a not-for-profit organization on a first-come, first-serve basis. The City Administrator must approve any donation above an estimated value of $500.
      (3)   Sale of items to another government or public entity or not-for-profit organization; an agreement of sale will be negotiated with the Purchasing Agent and must have the approval of the City Administrator.
   (C)   All moneys received from such sales shall be paid into either the general fund or the utility fund of the city, as appropriate.
