After the conclusion of a public hearing, the Council may insert new items or may increase, decrease or delete the items of the budget. Should the total proposed expenditures be increased, the total anticipated revenues shall be increased by an amount at least equal to the proposed total expenditures, except for items of capital outlay or other expenditures to be financed through sources not listed or contained in the budget.
