Each budget year, a budget shall be prepared by the City Administrator prior to the new fiscal year. For the purpose, he shall obtain from the heads of each office or department, and in the detail as he may require, estimates of expenditures and other supporting data as he may request, together with estimates of all capital projects pending or which the department head believes should be undertaken within the budget year and within the next five succeeding years.
