The Police Department of the city shall consist of a number of persons as may be appointed by the City Council to act as regular police officers and of the persons as may be appointed by the City Council to act as police officers of the city on special occasions or for any length of time other than regular officers. Any officers are authorized to arrest and commit to the county detention center, for trial before the Municipal Court any person or persons who may violate any of the ordinances of the city.
