The provisions of this subchapter shall not abrogate the powers of any other department of the city or repeal any criminal ordinance but shall be in addition to and is supplemental to any other provision of this code and any other ordinance of the city. The procedures enumerated in this subchapter shall be the procedures followed in dealing with dwellings unfit for human habitation, the provisions of any previously adopted standard housing code notwithstanding.
