An adequate, modern and efficient Fire Department shall at all times be maintained under the supervision of the Mayor and City Council and subject to the rules and regulations as shall be adopted from time to time for its orderly operation. The Department shall consist of as many officers, men, engines, hoses and other equipment as the Mayor and City Council may, from time to time, determine.
