This subchapter shall not be construed to relieve from or lessen the responsibility of any party owning, operating, controlling or installing any building, electrical, gas or plumbing equipment from damages to anyone injured thereby, nor shall the city be held as assuming any liability by reason of inspection authorized herein or certificate issued.
