(A) Office created. The office of City Administrator is hereby created. (‘88 Code, § 2.701)
(B) Qualifications; term and compensation. The Council shall appoint an Administrator who shall be the administrative head of the municipal government under the direction and supervision of the Mayor and Council. He shall be appointed with regard to merit only. He shall be appointed for an indefinite term and may be removed by a majority vote of the members of the Council. He shall be given 30 days notice of the intention of Council to remove him. He shall receive compensation as the Council shall fix from time to time in the annual budget. (‘88 Code, § 2.702)
(C) Powers and duties. The Administrator shall be responsible to the Council for the proper administration of all affairs of the city except as otherwise specifically provided by law. To that end, he shall have the power and shall be required to:
(1) Appoint and, when necessary for the good of the administration of service, remove all employees, except as limited by Council;
(2) When requested to do so, recommend the employment of required personnel and removal of personnel when the best interest of the city requires the action;
(3) Ensure that all ordinances, resolutions and regulations of the Council are faithfully executed;
(4) Prepare the budget annually, submit it to the Council and be responsible for its administration after adoption;
(5) Prepare and submit to the Council, after the close of the fiscal year, a complete report on the administrative activities for the preceding year;
(6) Attend all meetings of the Council and recommend for adoption the measures as he may deem necessary;
(7) Submit periodic reports to the Council upon the affairs of the city and keep the Council fully advised of current financial conditions and future financial needs; and
(8) Perform other duties as may be required of him by the Council.

(D) Absence or disability. In the event of the temporary absence or disability of the Administrator, the Mayor may designate a qualified person to perform the duties of the Administrator. (‘88 Code, § 2.704)
(E) Faithful performance bond required. The Administrator shall give bond in the amount as may be required by Council with an approved surety company authorized to act as surety under the laws of the state, for the faithful performance of the duties of his office. The premium for the bond shall be paid by the city. (‘88 Code, § 2.705)
