§ 91.23 BITING; PROCEDURE.
   Any dog which has ever bitten any person without provocation so as to break the skin, to the knowledge of the person owning, keeping, having charge of, sheltering, feeding, harboring or taking care of the dog, must be kept in a secure enclosure or be accompanied by a person who, by means of a leash, has the dog firmly under control at all times.
